曼尼托巴省 (Manitoba,簡稱曼省) 是加拿大草原三省 (Canadian Prairies / Prairie Provinces) 之一。曼省是加拿大重要的糧倉地帶,主要城市包括溫尼伯 (Winnipeg)。

曼省省政府提名計劃 – 商業投資者類別 (Manitoba Provincial Nominee Program – Business Investor Stream) 為擁有營商經驗或高層管理的人士而設,希望藉著由企業家移民帶來的資金、技術和營商經驗來促進省的發展和經濟。

加拿大聯邦政府賦予曼省政府獨立甄選權,允許省政府提名符合要求的申請人先取得工作簽證 (Work Permit),符合特定要求後再正式申請成為加拿大永久居民。


  • 曼省政府按照申請人的分數作篩選,包括申請人的英語能力、年齡、學歷、營商/高層管理經驗、資產、生意類別、投放企業資金等
  • 成功取得工作簽證 (Work Permit)後,子女即可在曼省享有免費教育

  • 18歲或以上
  • 在過去5年內具備最少3年營商背景或高層管理經驗
  • 擁有500,000加元以上的淨資產
  • 提交資金來源證明 (Sources of Fund)
  • 擁有相當於加拿大高中教育水平或以上的學歷
  • 英語或法語水平必須達到CLB/NCLC 5級或以上 (英語IELTS雅思:聽5.0 / 說5.0 / 讀4.0 / 寫5.0)
  • 到曼省考察
  • 在曼省境內持續及積極地參與企業的日常運作及管理、創造至少1個全職職位予加拿大永久居民或公民


  • 企業在曼省首府地區 (Manitoba Capital Region)

    投入不少於25萬加元於企業上 (公司的股權要求為1/3或以上)

  • 企業在曼省首府地區 (Manitoba Capital Region) 以外地區

    投入不少於15萬加元於企業上 (公司的股權要求為1/3或以上)


  • 曼省政府於2017年9月底發出最後一批LAA (Letters of Advice to Apply) 後,原有的曼省商業移民PNP – Business Immigration Program (PNP – B) 已正式停止接受申請。申請人從此不能「一步到位」地獲取永久居民身份。反之,申請人先用工作簽證 (Work Permit) 在曼省境內持續及積極地參與企業的日常運作及管理,之後才可經省提名正式申請成為加拿大永久居民

Manitoba (MP) is one of the Canadian Prairies / Prairie Provinces. Manitoba is an important granary area in Canada. Major cities include Winnipeg.

The Manitoba Provincial Nominee Program – Business Investor Stream was launched in the first quarter of 2018. There are many Chinese aliases for business migration in Manitoba, such as BIS, business immigration, entrepreneur immigration, and provincial nomination programs. Goldmax consultants collectively referred to them as MPNP-BIS or Manitoba entrepreneur immigration.

The provincial nomination program aims to attract overseas business talents and stimulate local economic development by their business activities. The federal government of Canada grants the Provincial Government the right to independent select candidates and allows the provincial government to nominate applicants who meet the requirements to obtain a Work Permit first, and then formally apply to become a permanent resident of Canada after meeting specific requirements.

Basic requirements of an applicant:
  1. Has at least 3 years of business background or senior management experience in the past 5 years
  2. Has more than CAD 500,000 in net assets, which may include intangible assets and real estate, and may include spouse’s assets
  3. Explanation on the sources of Fund
  4. Has an education equivalent to a Canadian high school education or above
  5. Must achieve English or French level (CLB/NCLC level 5 or above; IELTS: Listening 5.0 / speaking 5.0 / reading 4.0 / writing 5.0)
  6. Continuously and actively participate in the daily operations and management of the company in Manitoba and create at least 1 full-time position for permanent residents or citizens of Canada
  7. Provides business plan
  8. Exploratory trip and interview in Manitoba
The total investment and company requirements vary according to the area in which they are opened:
  • Enterprise in Province of Manitoba Capital Region

    Investing no less than CAD 250,000 in the company (company’s equity requirement is 1/3 or more)

  • Enterprise outside of the Manitoba Capital Region

    Investing no less than CAD 150,000 in the company (company’s equity requirement is 1/3 or more)

Friendly reminder from Goldmax Consultants:
  • After Manitoba provincial government issued the last batch of Letters of Advice to Apply (LAA) at the end of September 2017, the original Business Immigration Program (PNP-B) for business migration in Manitoba has officially ceased accepting applications. Since then, the applicant has not been able to obtain permanent resident status in “one step”. Conversely, the applicant first continuously and actively participates in the daily operations and management of the business in Manitoba Province with a Work Permit then formally apply to become a permanent resident later.
  • Manitoba will publish detailed eligibility and application process in the first quarter of 2018.
